You can buy a car from a dealer without it being registered,Usually people do if they want to export the car.

Its a Jag !! they expect it to Breakdown so it came with Breakdown cover,had it been used it would have needed it for sure.

Maybe the owner just liked the old style badges; to complement the "classic car" look.....

 

.....I once bought an older style RAC and AA badge for the front grill of my 1973 XJ-6. I never fitted them though, as I offloaded the car not long after!
