horny wire?

i noticed this cut wire while i was under the car - looks like it something to do with the horn but the horn works ok :confused:

 

i noticed those wires hanging down when i was at CenterGravity the other week, and used a platic tie to pull them back out of the way - im sure the wire in the photo wasn't cut/loose at the time though... any ideas anyone?

 

this is nearside btw...
