Safety camera van question.

Saw one of the Renault Master speed camera vans earlier. The ones with the heavily blacked out rear windows. You have 2 small ones at the tops of the doors and the two larger ones on the main part of the doors.

 

If all these are closed up, does this mean the unit is not in operation? The ones I've seen, the two little flaps at the top are usually open with the equipment there.
