Erratic Idle When Cold

Hi all,

Just got a new problem. When the car is cold and I stop anywhere, the revs dip to almost zero and then it coughs and the fan belt starts squealing. The fan belt keeps squealing until a fan cuts in ( I can hear it) and the it stops. The belts are all tight. It also idles way too fast sometimes but that's only when it's hot :confused:

 

Any ideas?.
