Yes, but its a civil, not a criminal matter, your landlord, would have to persure the money through the civil court if Dave doesnt pay.

Then as long as the clamping men are Licensed by the SIA (Security Industry Authority), then your Land lord is within his rights to restrict parking, sorry.

The Land has to belong to the landlord, and there must be clear signage, at a height which is easy enough to spot etc.
