It varies. You can get pre-programmed ones that contain hundreds of different codes and you (hopefully) find one that works with your TV, or you can get programmable ones that can copy another remote - but you'd need an original one of course to copy.

OBD2 started in 1996 due to US emmissions regulations (along with the drop in power etc). Why do you want this on your car?

It's a ZIF socket (Zero Insertion Force). Just what you want.
