Sensor Reading

I know I have posted this before but want to check one thing, if the 02 sensor reads 0 on conzult is that -

 

To much fuel - over fueling

 

or

 

Fuel unburnt - ignition

 

Am I trying to find a fueling or ignition problem? To recap the ECU/loom/02 sensor are not at fault.
