Tempreture gauge erratic, vehicle wont go over 0 boost

tempertaure gauge moves up and down, also the boost wont go over 0 or sometimes 1, how do i solve

 

is this safety boost?

    Temp gauge will be a bad connection on the smaller of the 2 connectors on the 2 front water pipes on the engine behind the fan. The boost thing sounds like you have a boost leak.
