whether the motor in the cruise control actuator should run all the time the cruise control is switched on, or whether it only starts up when a certain speed is reached. Still trying to figure out whats stopping my cc working, the ECU has passed the diagostics, the actuator motor works, maybe the motor unit isn't holding a vacuum or the internal solenoid is u/s. When a vacuum is independently applied to the vacuum part this works and moves the cable so this bit doesn't seem to be at fault.

Auto or manual? If its auto check the brake switch for the cruise is activating and if its manual also check the clutch switch. They need adjusting after years of use. Easy check is to pull the pedal up towards you when driving and see if the CC then engages. Not a 100% test though if the switch is a long way out of adjustment.
