Speedo Fitting

Got a new speedo face but can't get to speedo to fit it.

 

Removed the top of the instrument panel undid 2 screws holding the metal frame for front face on undid two screws underneath steering wheel but couldn't remove the instrument panel front to get to speedo.

 

What else do I need to do? Please help
