If your going to paint your rocker covers (Camcovers) then make sure that you get every bit of crap, grease etc off them first. Then you really need a good hi temp etch primer first to stop it lifting and stop Alloy oxidising. Then normal car body paint and Laqure will be OK.

Throttle cover will need a plastci primer to stop the paint flaking. Read the instructions on the plastic primer, because quite a few need you to apply your base coat to the plastic primer before its fully dry. Other need it to be dry.

Will the plastic primer be ok for the top two cam covers aswell bud?

No because their Alloy. Plastic primer is generally a clear substance that sort of melts the surfface so that a normal pre paint primer bonds to the plastic. I've seen some beautiful cam belt cover and throttle cover paint jobs that just start to flake off after a while because the paint can't bond to the plastic.
