download image resizer from here. its in the right hand panel half way down.

http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

 

it will add an option when you right click an image to resize pictures. choose the size that suits and click ok. it will save and automatically resize it for you.

Andy, click edit after right clicking a pic and it will open up that pic in paint, then click the 'edit' tab, then 'stretch/skew' and change the % size of the pic you want. a nice simple way of resizing pics imo :)
