Just reformatted mine and had the same problem mate.

Install IE7, go to here....... http://update.microsoft.com/microsoftupdate/v6/default.aspx?ln=en-us ...... and update over and over and over again untill there is no more updates for your computer and one of those fixes it.

Make sure in internet options, advanced in the browsing section that smooth scolling is checked :)

Stop looking at porn, can make an awful mess of the keyboard

Reinstall the graphics card?

Set all the options to the basics for Windows, put it in Classic mode etc...see if it works better?

Directx9

Windows update

Java

Windows update

Open your my documents, make it windowed and try and move it from one side to the other and should judder if its an update still needed.

When you update, if it says reboot... do it then as soon as your back online windows update again, it will take ages but trust me i had this from sunday to monday last week and after making sure there is absolutley no more updates its fixed it for me. Try firefox aswell as IE7 and update while you have it and see if that does it too.

If none of these help then CTRL.. ALT... DELETE and throw it at a wall as i have no more ideas :)

yep it judders doh!!

If windows are juddering moving them around the screen your graphics card isnt working properly!

I guess you could try removing the graphics card from the control panel/device manager bit and re install the drivers. Def seems like the problems there. But Im useless unless I can see the problem on computers, damn things!!!

If you through it out the window, dont hit your Zed!

go into mouse properties from the control pannel you can adjust the speeds from there. also update your mouse drivers if its a high end mouse like a razer copperhead

Yup defo to do with the graphics card.

Was it a fresh install of XP (Formated drive and rebuilt) or did you just run the setup over an existing xp install? My guess will be you did the latter and its causing issuse.

is your card a factory ATI card? there are a lot of other companies that use ATI GPUs; if yours is not an actual ATI card try getting the drivers from the card manufacturer/assembler's website.

also check all the other drivers on the system, specifically make sure the motherboard AGP drivers are installed from the motherboard CD, better still the motherboard manufacturer's website. in the device manager make sure nothing has a yellow exclamation (no driver/driver errors)
