WIndows Service Pack 2 will stop most popups.

 

If you have getting popups while not browsing, you have a virus or spyware installed on your computer.

 

A lot of free programs now install popups on your computer.

Do a spyware and anti virus scan then.

SpyBot S&D and AdAware for the anti spyware and AVG for the anti-virus protection, all of those are FREE
