pleas can you tell me if thi should be joined to this ,and if so why would it be cut and blocked off.

Its a boost hose and I would guess its cut and capped because of a previous BOV installation??? Im running an auto hence I have no BOVs

so cannot be sure.

I've got BOV's and im sure thats the two hoses on mine that are blocked off.

 

 

the car did have bovs on at one stage but not know ,so is it ok to leave as is ??

Not sure,does it run ok? If you do want to reconnect it, I can let you have a length of silicone hose to replace it (Ive just replaced all my boost hoses thats how I recognised your missing one straight away!).You can have it for free as long as you pay postage...its your call :)

nope the hose that comes off the plastic hose in pic, goes to the metal air feed bolted to the side of the plenum,and the one coming of the throttle body goes to the upper air feed,if this is missing it means someones blocked them off for whatever reason
