Can you run a andy P chip on 'safety boost'- 5/6 psi? I would like to run my zed at minimum boost on my Profec IIB in 'off' mode then have the two settings at lo->9psi and one for hi->14psi

Yes, don't see why not. Would be just like running on half throttle all the time ! :D

andy i know you have said that it is possible to set a eprom up for two maps could one map be a safety boost map to activate the wastegate solenoids, and if so how would the maps be made switchable on the same eprom?

I am looking for a map for whenever i have to give my car to garages for work that means they dont have the full power to abuse that i can then switch to the number 2 map that i have from you now.

I do dual switchable maps. The easiest thing for what you want is the 2nd map with low rev and speed limits. eg a 'valet mode'.
