open it in photoshop and then resize image then save it as a jpg. Or the easiest way i have found is to load it into microsoft photo viewer an make it fit on screen (one of the buttons at the bottom). The press print screen (PrnScr / pause) and close the picture.

Then go into microsoft paint in the start menu (or start==>run and type mspaint and press enter). Then press ctrl and v at the same time. The using you mouse drag a box over the image until its all in. Then press ctrl and c together. Then go to file==>new and click no. Then press ctrl and v again and then save as jpg.

 

Sounds long, but if u do it enough u can change a 1MB file into a 100k file, my mrs can do it in about 20 seconds and she's not a computer geek lol
