NZR Novice Photoshop question

Just got access to Photoshop Elements as I need to alter a photo tonight ready for tomorrow if possible. I'm a complete novice when it comes to this so thought I'd ask you guys as time is pressing! I want to select a colour (I use the eye dropper tool I guess?) but then alter that colour in the original photo to one that is completely different. I know this is very basic but if anyone can point me in the right direction it would be appreciated.
