bolts or not?

Can anybody give me a defo answer as to, when not fitting the stock air guides to HKS Inter coolers.Do the bolts have to go in the holes any way .Do the threaded holes infact go all the way through so need to be plugged? If any Peeps can advise me ASAP I would be gratefull.If as I have discovered mine are not in,will this be causing underboost because of leaks.......Cheerz in advance.......Vinz
