I am presuming your cone air filter is foam rather than paper (as you dont clean paper)

I always remove it, squirt some washing up liquid onto the out side of the foam, rub it in with my fingers, let it soak for a bit, then rinse it through with lots of fresh water. The water should not be too hot as you risk damaging any glue holding the foam in place and it should be rinsed from the inside out, thus carrying any particles out of the filter rather than inwards.

Squeeze/ shake as much water from it as you can and allow it to dry. When dry spray it lightly with air filter oil, I always use K&N as it is red and you can see where you have sprayed it.

There are kits available for doing the job, cleaner and oil, but I never found the cleaner much good.
