master cylinder info fluid rise a few mil when pushing pedel

ok i have a soft pedal i have bleed brakes the death there is no air in there atall. ye i can botton the pedal out when pushing it hard if you take the cap of the mater brake cylinder when you press the pedel you can see the fluid rise a few mm am i correct in saying the fluid should go down not up atall and this is whats making the first push on the pedel soft ?

I would have thought that taking the cap off the reservoir would allow the fluid to rise as the system is not sealed and that would be the easiest route for the fluid to move. Unless they have a one way valve??? If so, maybe that's budgeted??
