TT Flywheel Re-surfacing

Hi all,

 

Changing clutch in my TT and was wondering about flywheel re-surfacing. Read somewhere there needs to be a step (0.008"). Can anyone confirm this and also say why? Is there an engineering drawing for this component? Great site btw.
