HELP ME PLEASE, HEADLIGHTS STUCK

Please could someone help me i have jap import 1990 300zx n/a manual and the head lights are not well at all.

when you turn them on in any position they light up the just brightest beam. i have changed the relay under the bonnet and cleaned all the switches, the front fogs dont work either, its starting to piss me off now cos i cant use the car at night so help me please.

    check fuses (kick panel)

     

    probably the fuse for 'clear lens illumination' is out
