Blow Off Valve are what the American and Japanese call them. Cos they 'Blow Off'

We call them Dump valves...cos thats what they are hehe just joking

they are the same thing, but recirc valves can be classed as dump valves too, as they are still 'dumping' air. BOV are only one thing!

edit: as for cost, its just companies are more expensive than others, hehe, they all essentially do the same job, whether one has volume control or fancy filters or not
