How to Test FPR

I have two here that was making my car not start ..

the outlet one works fine i think ..

 

but the main Inlet one i can not blow thou it or even if i apply alot of Sucking to it.. it still remains Closed ( blocked )

and this is stoping Fuel getting to the injectors

 

How do you Test them

    the Vac side and Solinoid is working .. need to Test the FPR unit its self as when u blow in to the main (In) its blocked or Shut .. if u apply vac ( suction ) it still doesnt open to alow fuel tho

     

    i have two doing the same thing

     

     

    come across this and its saying the FPR should be fully open
