Exhaust question

Hi everyone

 

There is a heat shield of some sort on the exhaust between the down-pipe and the cat on both sides that appears to be bolted/clamped in place.

 

Do I HAVE to have these in place ? Mine are rusted and because I live in a suburb controlled by the road-na*is there are speed humps everywhere and I think they've just helped the shields to give up the ghost !

 

And advice ?

 

My car is a 1995 import. Do I HAVE to have cats in the exhaust system or could I replace them with new cat-less pipes ?
