Electric fan not cutting in with wire disconnected

Having some overheating issues, but the electric fan never cuts in, when it gets hot.

 

with the engine running, i have disconnected the sensor wire at the front on the top pipe, but the electric fan still doesnt cut in, any ideas on how to get it working, or why its not cutting in?

    is it strange that when i disconnect the wire the revs decrease?
