They do count......just got a higher threshold.

Really I got told by my local mot station they dont? learn something new everyday :)

yep, still an emissions test, but lower threshold as it's a non-cat test, i think....

When i went to mot my 1992 mk3 golf, the tester said that the cat laws didnt come in until 1993 so my car was tested under the higher threshold.

Mine is a 93 on an L reg UK spec

Technically if a cars engine emissions are within the level without the cat it doesn't matter if is present or not.
