The car is taking a second to pick up when the throttle is blipped. Tickover is sometimges high. Electric RAD fan is stuck on.... thee issues that happened after a plastic bag got sucked into the engine bay

 

Can anybody give me an idea about adjusting tickover?

 

 

I am also thinking about changing fuel filter as I run the car very low recently and I am wondering whether there is semi block.

I had that, ya blip the throttle and it seems to almost drop off a bit before revving, turned out to be a couple of boost leaks...
