i think yes cause it wont have 300 people spilling out on the streets at one time, also when you finish work at 3 in the morning you could go for a pint, just like i do at 5 in the afternoon, i dont know anyone that could drink for 24 hours and when people start to realise that you dont have to get drunk quick cause the pubs are closing soon, it may help the binge drinking prob but on the other hand, taxi drivers wont like it cause there most profitble time is at the end of the night when they all come out together, if they all straggle out of pubs at different times they will have to work longer to make up for money lost just my opinion though

do what i did once i begged and begged to get back with an ex of mine (she agreed after she had a bit of fun) then arrange to meet her, say maybe at the cinema or shopping center then go and get another girlfriend or pay for a woman to accompany you lol, and when you get there, tell her you have changed your mind and introduce her to your new girlfriend i will gaurentee that when the ex says she will meet you, she will have a friend of hers with her and it will emmbarass the fook out of her works a treat mate, just remember women are just serpants with t1ts lol
