hmm, it seems obvious to me that its a 2 way valve. What would be the point in having the tank at all if it was onyl for dumping water, why not just dump it straight onto the floor?

sounds like the battery is dead, do the lights work? Does it make any kind of clicking noise when you turn the key? Was the engine running on the other car?

clean out the throttle bodies and oil the joints. If its that bad though maybe the cable is past its best.
