Check your Temp sensor to make sure there is no corrosion on the plug. Or change the temp sensor. ( located in front of the engine on top of the water pipe.) There are 2. One has a single prong(water temp gauge signal) the other one has 2 prongs.(water temp ECU signal) If the 2 pin plug isnt making good contact it the wire then it make the ECU think the car is running hot and you will run incredibly rich and it will retard the timing.

Usualy the PTU isnt the culprit, its the PTU adapter harness. Also check for corrosion here.
