Splitting A RAR file to e-mail it

Whats the best way to split an 18MB rar file for e-mailing it, I have tried sending it and both times it was returned. Is there a splitter tool or something like that to make the sections smaller.

    just unrar it and then rar it again but change the "split to volmes, bytes" to what ever you want
