Does this site keep dropping out, or is it my crap ISP?

 

Twice in the last five mins I've tried to post a thread and refresh a page and both times I received a 'This page is not available' message, then it would work again. This has been going on for a week or so now, but every time I check with Beeline Bandwidth tester it's fine :confused:

 

Anyone help?
