painting center console

someone on here painted the centerconsole, the bit that runs along the transmission tunnul( covers handbreak,gear lever) i just need to know the procedure for rubbing it down priming etc, want to know if they used wet sanding or dry sanding. iwould have thought better to be wet sanded, any info would be great as i can get them done this week also.
