Trouble opening GIF image file in Photoshop Elements

Right, I've found this great GIF that I'd like to use as my Avatar however as it is now, it's slightly too big to use on this BB. Unlike the Stormtrooper GIF I'm using at the moment, when I attempt to open it in Photoshop Elements I get the message: "Could not open.....because of a problem with the file-format module interface." I've tried hunting for a free plug-in to fix it but to no avail :( The properties of the file are as follows:

 

Width: 160 pixels

Height: 120 pixels

Horizontal Resolution: 96 dpi

Vertical Resolution : 96 dpi

Bit Depth: 32 as it stands

Frame Count: 883

 

Would anybody be able to point me in the right direction for an appropriate fix or perhaps change it for me?
