Paint Shop Pro/Adobe Photoshop question

FFS! Arrgggghhhhhh, can someone please tell me how to create a filled box for covering my number plate in PSP or Photoshop please. I used to be able to do this no problem but everytime I create a selection and then move it over my number plate it keeps taking a chunk out of the image with it leaving a nasty white rectangle.

 

Oh and YES I have RTFM! LOL :p
