I took a digi picture of my car to use as an avatar, in Photoshop I have shrunk it down to 34 x 25 pixels, a resolution of 10 pixels per inch and its still 13k in size. How in the world will I get it to the required 5k max ?

A 100x100 sized jpeg should be fine. Make sure you have it setup as a JPEG.

I guess I will forget it..........even a 14k jpg (which was rejected cause it was too big) looks cr*p

Drop the colour depth down a notch. Try 256 colours first, then 16 as a last resort. True colour images eat disk space like Private Pile eats jelly doughnuts! :)

Right click, Save as..

 

then upload as your avatar, jobs a good'un :)
