NZR: webpage design question

Hi fella's (and gals)

 

I haven't got access to the general chat forum where this probably belongs so please bear with me ... it'll be a short one.

 

I'm trying to design a webpage that has a static background image, i.e., you can scroll the text over it while the image remains unchanged. How do you do that? I'm using (for the most part) MS FrontPage 2000.
