crank and key way questions

Hi hoping someone can help me here....

 

Just changing the cambelt on the car as the original new but old one fitted was on the engine for 4yrs with 0 milage.

Anyway I was just fitting the spacer plate between the cambelt sprocket and under drive pulley and noticed that the spacer can freely spin. Should there be a key way to hold it in position? As there seems to be a groove in the crank to place one.. The only one I have is for the under drive pulley. Im guessing its job is to stop the belt from running off the sprocket? Can I do without it?

My plate has nothing to stop it spinning behind the pulley either Dan. I've not put my underdrive pulley on yet but unless that pinches it between itself and the crank timing sprocket then it will be free to spin

it does spin free ... but it needs to be there once the main pulley is tighten up it keeps it in place and its to keep the belt running true
