Cosmetic problem

Some muppet valeted my Zed a while back.....I don't know what he used, but it has turned the ends of the boot blind white.

It was obviously some chemical spray crap.

 

Any suggestions how I return the said item to its former black colour. Is there a paint that I could use....sorry, I am totally ignorant on this kind of thing, and I would appreciate any suggestions.
