Help please!!!

Can anyone help me? i would like to know if i can lookup a car owners details from there Reg number? of the details of what car the plates belong to!

    If you go to a car dealers and bung em a tenna they may be able to give you a little history on it.

    Thanks stu, but its not quite that simple! my little sis is geting s**t off this little.... and he keeps reporting my sis's car stolen, not taxed etc, and i just wanted to check out his cars etc.
