Motorbike accident query

Someone pulled out on my boy Bill tonight and altho Bill wasn't hurt bad his bike is a mess, the bloke apologised and gave him his name and number and reg of the car and said that Bill can either go through the insurance or the bloke will give him cash, Bill is taking the bike to our local bike place and getting a quote but if he goes through the insurance is it through the blokes insurance or Bills???

 

Can anyone shed any light i haven't a clue
